My girlfriend took a 738 on PHX-SNA a couple weeks back. She said the crew said the same thing: the -800s have Wifi installed, but it's not operational since the FAA hasn't granted the STC yet.
I saw her plane at the gate and it clearly had the Wifi dome--every 738 I've seen has the dome--I just haven't had a ride on one yet to see for myself.
On my outbound MDW-FLL trip last Friday, I was also on a 738, this time N8310C. The WiFi was installed and operational on this aircraft. Both 738s had WiFi domes visible but the service was only operational on N8310C and not on N8308K.
