Emirates is perfectly within their rights to ignore MSC and permit a higher allowance for their own sectors. This is what they almost always do anyway.
Well over 90% of airline staff have not heard of MSC, so this is hardly surprising.
They *can* offer more if they want, however since the check in staff will see the baggage allowance that is listed on the ticket as 1 Piece , I would not trust that they will not use that unless having got info directly from someone that understands what the MSC rules are
