If location is important then Westin Chosun is about as central as you can get in Seoul.

The D Cube is a very nice hotel though with a great lounge, service and very nice rooms. The problem is it is a few subway stops away from downtown. So you will always be spending some time commuting back to downtown, which you would otherwise not be if at the Westin Chosun.
