Yes it is, but they choose which flights they do this on. It is by no means certain that they will sell these upgrades.

A couple of days ago I spent 4500 Avios on a one-way reward saver Euro Traveller flight from LHR-TLS for Sunday and manage my booking offered me to upgrade to CE for 87 Euros. I accepted.

No idea whether I will get points and miles for a normal CE ticket for this though.

I can't see why a QF-bought award would be treated differently... but then what do I know?
