Because BA don't pay UKBA to keep it open after 1.00PM?

My understanding is that the fast track immigration channel is a paid-for by the airlines as an 'extra' and so dictate the hours. Also explains why there is a lane minder at T3 (not used T5) ensuring that only the correct pax can use it.
