EDIT: It may not be FAA - this announcement is typically in conjunction with "Increased security measures on TATL flights, passengers are to remain in their respective cabin." On the 764, the curtain is actually labled "BE Only"
I am not sure if it's an FAA regulation or not on international, but I know even though Delta makes an announcement on domestic to use the Lavs in your own cabin, they never seem to say anything if someone from Y comes up and uses the F lav. On international they seem to be pretty strict about enforcing it. If a FA told a passenger to stay in Y and they continued to come up to J, I could see them getting in trouble for refussing to follow crew member instructions.
