I am not sure if it's an FAA regulation or not on international, but I know even though Delta makes an announcement on domestic to use the Lavs in your own cabin, they never seem to say anything if someone from Y comes up and uses the F lav. On international they seem to be pretty strict about enforcing it. If a FA told a passenger to stay in Y and they continued to come up to J, I could see them getting in trouble for refussing to follow crew member instructions.
