1. They will say "none were available", their standard lie/line. They will try to say "they were reserved for later in your time period", even if Avis.com shows they have the cars available for your entire rental period (at least that's my experience, and they won't budge).

2. Definitely not satisfactory to rent dirty seats. I'm not sure about the "outdated".. as long as they meet safety standards (whatever they are in this location), they are ok to rent. And poor fitting really depends on the user, as everyone is sized differently. But if you have pictures of dirty seats, they should take action. Should..

Good luck in your complaint(s)!!

Thanks for the comments. I am sure they will do the none available line, although the Avis UK rep told me the previous day that there was good availability for the upgrade class!

On the outdated seats, for some years now in Europe, Isofix fittings (metal attachments in the angle of the seat) have been standard in all but the lowest priced cars, and these seats are universally regarded as being safer than non-Isofix versions. Even beyond that, the seats were in a poor state of maintenance with twisted and frayed straps and were, as discussed, dirty, with food debris from previous occupants. Anyone who tries to say that these seats had been cleaned after last use is speaking with a forked tongue. For the price of 9 days rental, I could have bought 5 or 6 of the booster seats, and could have bought a modern up to date clean second hand proper seat on ebay. The marginal profit to Avis on these must be enormous.
