Does a suit (on a hanger) count as a carry on?

Hi - I got stopped by a gate agent today for having too many carry ons - I had a backpack, roller, and a suit on a hanger. She made me gate check my roller. I've carried the exact same thing through many AA flights and never had a problem, but for some reason today it was. Does anybody know if the GA was correct in saying I had too many carry ons? I always assumed nobody would care as the suit goes up front and does not impact carry on space. Then again, I can see why the suit would be considered a carry on (though it seems a bit odd since I could just wear it and suddenly it wouldn't be a carry on).

Funny thing was that the flight was half empty so I think the GA was just angry about having to be awake for a 6 AM flight and took it out on me

Either way, I'd love to know if I am allowed to do this in the future!
