Thank you very much, I have already submitted the complaint using the German version of the EU form ( http://www.lba.de/SharedDocs/downloa...ublicationFile ) but having the actual legislation is very useful (so far I had relied on the Air Passenger Rights leaflet available at the airport). According to the leaflet Articles 7 and 9 are indeed separate, i.e. the right to care is independent of the right to compensation.
