There is a set-up right by the check-in counters on the left side of Terminal 1. You hand your BP to the checker. If it beeps correctly, you are let into the Pre Check lane. If not, you are directed to the Premier Access lane which is right there and where it has been for a long time.
Although I've not experienced Pre-Check on an airline that I don't have status with (trying it with DL in two weeks), I would assume that the person would either be sent back to the general lane, or allowed to merge into the elite line, even if they're just a GM.
