By definition, Pre Check is for frequent fliers, so one would have have Premier Access in order to qualify.
There is a set-up right by the check-in counters on the left side of Terminal 1. You hand your BP to the checker. If it beeps correctly, you are let into the Pre Check lane. If not, you are directed to the Premier Access lane which is right there and where it has been for a long time.
