Number 31 is the landside office (before security). If you're airside, I think that you get to the office somewhere near the Boots at number 24. But ISTR that some building work has recently been going on in this area so you do need to look out for signs.
From memory (a year ago) it's in that little "alleyway" between 23 & 25 on that map.
It's signposted anyway but it is definitely on the "security-level" not downstairs on the "gate-level".
