Actually in many fine restaurants I know they do, just not in a time that customers will see them. Maybe in these incidents the lounge/catering staffs are just not quick enough to go back in.
Now if the sight of them sitting down and eating with you is what bothers you because you think they should be serving you, you can always sit somewhere else or tell them how you feel
