At PHX T4, it used to be pretty standard to have to have your baggage tag match before you were let out of the carousel area. (In fact, the area was deliberately built to funnel people to very specific exit areas so that no one could leave without a check.

Then, the economy went sour and the cutbacks led to the practice being stopped.

Well, until November 2009 when Keith and Stacy King were arrested for stealing over 1,000 (yes, one thousand) pieces of luggage from PHX

Suddenly, the tags were being matched again... for about a week until the uproar subsided and, now, being stopped to have your tags checked may happen once in a blue moon, if that.
