We hand our bags over to the an airline to transport them for us. They give us a receipt. And yet anyone can pick up a bag off a luggage carousel and walk off with it.
Where else would that ever happen? And then the airlines throw their hands in the air and say "not our problem - claim on travel insurance!".
Some airports do check bag receipts with your bags before exiting arrivals although most don't due to the financial costs involved.....not to mention the hold ups that this would cause as well.
If you're prepared to pay the extra cost for a ticket to put this in place then good for you but most sensible people are perfectly happy with the process that's in place at the moment.
