I think it is more about BA (and Ryanair) using this to put pressure on Airbus and Boeing. Ryanair doesn't give a hoot what European governments think, let alone the Chinese.

Of course, Comac doesn't have the experience of the Europeans, but they have built an aircraft or two over the years. And there are foreign suppliers like CFM for the engines. But ultimately it will have to perform safely over a number of years to be accepted by western airlines and passengers.
