I just returned from Istanbul and though I do not know the exchange rates at the airport, the currency exchange shops in the Sultanahmet area were offering anywhere from 1.75 TL to the US dollar to 1.80 TL to the dollar, with the poorer rates being offered closer to the major tourist sites. The rates changed by a few cents during the week I was there.
