This is not new, nor restricted to AMEX or gas stations. Restaurants may have a larger than-balance-owed hold on a card pending the tip and cause issues too.
What has changed lately is the per-pump hold went from $100 to $150. Before $100, it used to be $50 and $75 which required two transactions if you had a large tank in your vehicle, but less of a problem with prepaid cards due to the reduced size of the hold.
I'm not even sure if you were able to use your $100 GC balance to purchase a $100 Gasoline GC, if the Gas GC card wouldn't also have issues.
