The reason you have to guard the passenger information list is 'data' as defined under 1 a, b or c (probably all three) of part 1 of the DPA which your company is the "data controller" and therefore has specific obligations under the act.
Your employer expecting you to announce your name in a specific form in public, might conceivably breach some duty of care or other aspect of the law, but it certainly doesn't involve the DPA 1998.
Local Government is the worst offenders for claiming DPA, HRA or H&S to cover all sorts of pettifogging stupidity; but most customer facing industries seem to do their fare share of this.
