I think it's because these are supposed to be feeder flights - getting people to/from LAX for other flights so they are more valuable to UA when they help get people onto more pricey flights. The priority is not shuttling Angelenos back and forth to Palm Springs (I guess they expect us to drive!)
I seem to recall this is the same issue with flights from LAX to/from Oxnard.

A little from column A, and a little from column B. We can distinguish partially between the two if we search for these flights as connectors to other flights. I searched PSP-SFO on these days and found routings PSP-LAX-SFO and SFO-LAX-PSP for a grand total of $515. I searched again just for PSP-LAX and can confirm that it was about $951 minimum.
Amtrak is $36. I'd take that.
