May be the routes you travel on are different from the routes about which people complain.
In Jets case you need to get a confirmed Economy redemption seat before you can upgrade. You can't upgrade on a paid fare for the same amount.

I have yet to fly a Jet flight where the Business cabin wasn't over 80% full. Saying that only a few months ago I was solo on PNQ-DEL. But other then that they are always full. My experience is between the metro's.
