PMUA always blocked seats A and D in rows 3 and 4 for weight and balance (window seats in 3 and 4) on the CRJ200. They were almost better than the exit row.
PMUA only blocked these seats for about the past year prior to 3/3--but yes, I believe it was due to preventing W&B issues.

Row 2 is my choice--the exit row simply doesn't have much extra legroom (1" would be a generous estimate IMHO), and I would rather be able to get off the plane as quickly as possible than have that extra 1" of legroom. I avoid row 1 since it's the bulkhead, has no better legroom, and means overhead space is needed for everything.
