It's the Chesepeake club. As you clear security you basically take a left and it should be there on the right. It's also a PP pass lounge, but I think it's really only open for the BA flight. I'm not sure the policy on admission for OW elites is to be honest.
I've never had problems with security at BWI for the BA flights; I remember it being empty and I'm not sure if they had a separate queue for C.
