Layover rules and possibilities

I have a two questions actually.

Some layovers can be several hours, enough to go somewhere. If you take an international flight eg LAX to PEK and there was a layover in HKG and you check your bags do they provide or offer discounted storage? Does it depend on the airline, the length of the layover, or is just a case of too bad.

Also does anyone know where to find airports that offer free sight-seeing if you have a certain number of hours on a layover? I notice once when going thru TPE, they offered short bus tours that didn't require visa or custom issues (if I recall correctly). I think I just discovered SIN does as well.
