Some trains do Exeter in just over 2 hours from PAD, and most do Totnes under 3, direct, with some wonderful scenery past Dawlish. Flying via NQY seems a little strange to get to Devon.
But yes, driving from NQY would be faster. Hayle to the M5 is only 1h30, so I'd guess NQY to Totnes would be under an hour (if you put your foot down you can do Hayle to Warrington in 3h58 with a fuel stop)
