It seems to me it is the property's choice to give points for parking or not. Being outsourced is only an excuse not to. Anything that runs through your folio has the potential to get points. This is just like the airlines using the gazilion add-on fees to lowball the ticket prices.
Let them know their decision will cause you to decide differently when booking in the area again.
