Rule 240 is in the domestic CoC. The international CoC uses rule 80 (although they are pretty much the same) -- "At Delta’s sole discretion and if acceptable to the passenger, Delta may arrange for the passenger to travel on another carrier or via ground transportation." Note that there is no obligation that they put you on another carrier simply because there is space on another carrier.
