No they're not; They're just being reduced. A 2:1, and eventually 3:1 reduction will essentially mean that there will be about 35-42% of the current fleet left. There are many markets where they will be the only remaining air service once the current turboprop fleet is phased out---whether by maintenance costs, or otherwise. No 717 is going to fill those---even at 1x/day.
