I think you're forgetting that there are a lot of non-status pax in WT and WTP who don't have lounge access

There is no Pre-Flight Supper offering ex-DXB (what you saw was just usual lounge food).

At airports where this is offered, there is a separate buffet area for Club World pax only to have Pre-Flight Supper. There is also a separate dining area for First pax only to have Pre-Flight Dining.

Pre-Flight Supper and Pre-Flight Dining is offered at JFK, EWR, IAD, BOS, PHL, ORD and YYZ.
