Maybe so. But do you know that was the case? I know it wasn't. What you have stated, even if it were true, is irrelevant to the issue at hand, which itself was a bit OT. There is no need to take it further off topic.
Asking a stranger to let you use their phone, or expecting that a stranger would allow you to make a call is not related to cost of a call. Even if it does not cost a cent, you are not entitled to use of someone else's cell phone. It's simple.
