From my recent reading of the rules and dealing with a similiar situation, I think the flights you have listed have two stopovers (SIN and IAH) and no open jaws, which may be the problem. SFO is your start and end point and it appears BOM is the end point on the way out and beginning on the return, thus you have no open jaws, just a round trip with different routings on the outbound and return.
