That's about right on the timeline, but not on the re-check. When my information has dropped out of the system in the past I've been able to scan in the data off the OCR lines without agent intervention. If there is a visa check required the agents will still have to come over.

In that it just reads the OCR data (and I've scanned my non-chipped passport at sCO and sUA kiosks for years) I'm guessing something else is going on in the OP's case.
