Does she have a 3G CDMA or LTE phone? As I recall that being the primary wireless technology in Japan, she should be able to roam on VZW or Sprint in the US, depending which bands her phone can pick up. Have you checked with her carrier for roaming agreements?
Having a WCDMA phone, or an LTE phone is no gauarantee that it will work in the U.S. just as any odd GSM phone will not necessarily work in the U.S. The phone must be compatible with WCDMA/LTE frequencies in rhe U.S.
