That should be the case indeed. I emailed FB before buying an AZ coded ticket operated by AP and the reply I got was the same:
Only flights with AirOne City Liner (CT) and all coded flights AZ 7000 and operated by Air One (CT) are eligible for Miles accrual.
The flight was on Saturday. I managed to insert my FB number, used the SkyPriority line, chose my seat without being charged anything and checked a bag for free. Nothing is showing in my FB account so far (it's still early either way), but I don't expect any miles to be credited (and hence no sector).
