It is going to take a review of both the carrier's COC and the specific t&c for this specific Orbitz ticket (which may be less favorable than the air carrier).

Generally speaking -- and I stress generally -- a one hour change is not sufficient to trigger a refund.

But, all is not likely lost. It may be that you can cancel and reveive a credit against future travel less a fee and it may also be that you purchased travel insurance which would cover this, that the CC you used to pay for the ticket carries insurance or that your homeowners / renters or even your employer's insurance, may cover this situation (even if it's non-work travel).
