I am currently on KrisFlyer program, however I find it difficult to get award redemptions for NY-SIN on SQ flights. Plus their fuel surcharge is ridiculously high. Is there a different program I should opt for?

You could consider Mileage Plus, simply because they offer quite a bit of inventory on the route you prefer to fly, however its unlikely you'll get SQ seats. But their surcharges and redemption chart makes them attractive.
