If it's not bookable at the res agent level, then it's a SHARES issue. We've seen that too with the old CO. When new cities or new Express-like partners become available or change their flight number ranges, for some reason CO can't keep up with updating their tables.
There is nobody you can talk to and the customer level who can fix this. The only known method of resolution is to PM
UA Insider to get to the bottom of it.
