AGAIN. But it sure as hell is happening now. The flight is coming up as avail for an F award on .bomb. It also shows O1 under availablity. But ANA and Expert flyer say it's not avail

Yup, it's been off and on for months. Now that UA is using CO's IT, you'll learn that bugs that appear fixed will return again. TODs has been off and on for years. This phantom availability issue was there a while ago, it went away, and it's back again. They have serious version control issues in what they're building.
That said, you can use it to your advantage. Web support was able to force my tickets for me a few months ago (last time this bug came up) based on the website saying it had the flights available.
Make sure you call web support.
