That is all correct; I have experienced it all exactly as you say. Do 11 "dines", the remainder of the current calendar year and the following you have "VIP" status and earn 5 miles.
Of course, if one has no status, one could go to a RN restaurant, order drinks, pay the bill, go on and eat, pay the bill, remember one wants coffee and dessert, pay the bill, buy a to go or tee shirt on the way out and pay the bill. (When Lady JDiver decided to get onboard for lifetime status, we visited a shopping center that had THREE RN participants - I think it took two lunch visits to that center for her to earn "VIP" status.

That simply means I now need 11 more dines to requalify for that status for the next year.
So if you have no status, the 11 dine qualify you for this year and next year. If you do have status, only after the turn of the year do you have to do an other 11 dines to requalify for yet another year after that.
