I'm not sure I get it either. For example, in HKG:

"Check 3: That your Passport and Boarding Pass match" is done first, followed by security, followed by
"Check 2: (Automatic machine) you are legally entitled to leave" Hong Kong

'Check 3' is repeated by the airline at the gate, but I assume that is the case at SIN as well.

When leaving Schengen countries, they seem to do 3 checks in the order listed above by lokijuh, but each of the people checking these things are too far apart to see each other.
