I was once told by YVRCX that even DMs can't do it, and remember seeing this as a benefit exclusive to DM+ somewhere under ¤QCX/Y in Abacus (sorry for those who do not understand what this means) before the system migration. However, as a fact I also know that some agents are not familiar with the rule because even as GO I was offered that several times last year. It could also be possible that the rule got changed after the system migration.
