Simply registering for the service does not mean you will automatically (or even consistently) be given the pre-check go-ahead, as this would defeat the purpose of the system and then everyone could just sign up.

I agree that it can be frustrating when you hope to get the magic beeps, but just think of it as a bonus, something you are happy when you get, but nothing you should expect to receive (like an upgrade).
I don't know why you say they're not denying access. They do not permit me to access the pre-check lanes in Miami. I am quite literally denied access. I also disagree that I should never expect to receive any access to pre-check. Like an EXP domestic upgrade, I certainly can expect to receive it every so often, especially when I, as you say, "frequently travel[] certain routes, or times." TSA offers the program; I registered for it and am a member in good standing; I should expect to benefit from time to time.

Otherwise, I don't disagree with anything you posted. I agree that a registered member shouldn't expect automatic or even regular access. But I'm not arguing that I'm entitled to pre-check every time I fly. I'm arguing that, when I'm 0 for 7 in three months, on routes I fly regulary (i.e., NYC-MIA), at the same time that I can use pre-check at other airport from time to time, something is broken. Neither I nor the agents at MIA benefit from this arrangement.
