Is paying for a ticket on British Airways classed as goods, or a service?

PayPal refused to help me when I was charged twice by a courier company because the delivery of goods is a "service." I only lost £50, which in comparison with the cost of airline tickets is minimal.

However, PayPal operates in Ireland so doesn't fall under UK Legislation and isn't categorised as a "bank" so the banking ombudsman does not get involved.

Personally, I would stick to using normal payment methods - save PayPal for instant transactions for goods on ebay or sending money to known, trustworthy people. Unless you are buying "goods," all those little assurances in the PayPal sales blurb mean Jack!
