Low/high/average limits would vary from person to person. The only valid comparison would be between cards for the same person.

As I noted below (June 12), you really need to carry more than one no foreign fee card. We had to go to the alternate cards the second day on the most recent trip. Notification is not sufficient to insure that your card won't trip the fraud alerts.
