There are usually different processes/timings/requirements if you apply as a us citizen/previously Indian citizen/alien in us. The third category is usually most scrutinised.

I have never had luck getting thru the phone with NY consulate. Usually end up at a voice mail box which has not been setup

Also visa rules change all the time. My recommendation would still be for op to call travisa.
