I don't remember the outside armrest going up, but at 6'5" and 260 lbs I find all of the 'A' seats plenty comfortable.
The armrest is also a nice buffer against the kettle pax in Y who want to hit you and spill your PDB with every backpack, shopping bag, briefcase, purse, etc that they dragged on board! What makes you want it up so badly?
Even if it were able to go up, all aisle armrests must be down for taxi, takeoff, and landing.
