Correct. DL gave up 42 Slot pairs at DCA in exchange for 132 Slot Pairs at LGA. DL had to cut some routes, but DL still has a very strong presence with almost hourly flights to ATL, JFK, DTW, flights to MEM, CVG, SLC, LAX (via AS) etc.
DCA is business traveler heavy/government busy airport and DL won't give up on that service.
