Not saying someone is wrong whilst accusing them of stealing is a little odd, no? And what if pax is connecting from somewhere not so easy to get tea-bags/biccies from. Or if one knows one is going to be in the lounge, it would be a safe bet (rather than 'relying') that there might be such victuals.

Is it wrong: perhaps it is....but not the crime of the century by any means.
