Nope. Therein lies the problem. Pax in C/F are routinely sent to the Kris Gold or to the SATS at SIN.

SATS is UA's contract lounge in SIN. I'm pretty sure that anyone flying either of the UA flights ex-SIN will get the pass for the SATS lounge, regardless whether they are flying F/C/Y. It has not been my experience that passengers are told they can also go to one of the two SQ lounges.
The denied entry may have happened because these passengers might not have produced their MP Gold card (I know, this doesn't sound right) with their BP, or they might have gone to the wrong SQ lounge (SKL, for F or C BP, and Kris Gold for Y BP) and the lounge dragons were too lazy to redirect the passenger. I have never been turned away from the SQ lounges.
Last but not least, you can visit one of the two SQ lounges and the SATS lounge - useful if you are flying Y, are in Kris Gold (computers) but need to take a shower (SATS). (SKL has both, of course.)
