For all classes? For all pax (e.g. no shorter HLE for Gold and Platinum card hoders)?

DO they really need more time (cannot see why), do they want to give people more time in the waiting line so they can reduce the number of agents (probably), and/or do they want to incentivize people to use other means of CKI (online, mobile, etc)?
